When this error message appears when you try to book a shipment, its root cause is the fact that entering a shipment value is mandatory when choosing Cash on Delivery (COD) as a service.

The carrier is supposed to receive this amount when delivering the shipment. Please make sure that this amount is entered correctly in the 'Value' field in Shipment Details. When you alter this amount to an amount higher than 1.00, you will be able to book the shipment.
